Abstract

Abstract

Digital transformation in the public sector requires civil servants to possess adequate digital literacy to support technology-driven governance and organizational innovation. Despite its importance, empirical evidence on digital literacy among newly recruited civil servants, particularly within government research institutions, remains limited. This study investigates the level and interrelationships of digital literacy among new civil servants at the National Research and Innovation Agency of Indonesia (BRIN) as an initial indicator of organizational readiness for digital transformation. A quantitative survey employing a census approach was conducted among newly recruited civil servants. Digital literacy was assessed using four dimensions adapted from the National Digital Literacy Movement (GNLD) framework and aligned with the Indonesian Digital Society Index (IMDI), namely Digital Skills, Digital Safety, Digital Ethics, and Digital Culture. Descriptive statistics and Pearson correlation analysis were applied to evaluate literacy levels and the relationships among dimensions. The results indicate that respondents demonstrate relatively high levels of digital literacy across all dimensions. However, Digital Safety shows comparatively lower scores and greater variability than the other dimensions. Correlation analysis reveals significant positive relationships among all dimensions, suggesting that digital literacy functions as an interconnected multidimensional construct. This study contributes empirical evidence at the micro-organizational level by providing a baseline assessment of digital literacy among newly recruited civil servants in a government research institution. The findings offer practical insights for developing targeted capacity-building programs and strengthening digital governance policies to support sustainable public-sector digital transformation.

Abstrak

Transformasi digital di sektor publik menuntut aparatur sipil negara (ASN) memiliki literasi digital yang memadai sebagai fondasi penguatan sumber daya manusia dan tata kelola pemerintahan berbasis teknologi. Meskipun demikian, kajian empiris mengenai literasi digital ASN pada tingkat organisasi, khususnya pegawai baru di lembaga penelitian pemerintah, masih relatif terbatas. Penelitian ini bertujuan mengukur tingkat literasi digital Calon Pegawai Negeri Sipil (CPNS) di Badan Riset dan Inovasi Nasional (BRIN) sebagai gambaran awal kesiapan sumber daya manusia dalam mendukung transformasi digital sektor publik. Penelitian menggunakan pendekatan kuantitatif dengan metode survei sensus. Pengukuran literasi digital mengacu pada empat pilar utama, yaitu Digital Skills, Digital Safety, Digital Ethics, dan Digital Culture yang diadaptasi dari kerangka Gerakan Nasional Literasi Digital (GNLD) serta selaras dengan dimensi literasi digital pada Indeks Masyarakat Digital Indonesia (IMDI). Analisis data dilakukan menggunakan statistik deskriptif dan korelasi Pearson. Hasil penelitian menunjukkan bahwa CPNS BRIN memiliki tingkat literasi digital yang tergolong tinggi pada seluruh dimensi yang diukur. Namun demikian, aspek Digital Safety memperoleh skor paling rendah dan menunjukkan variasi respons yang lebih besar dibandingkan dimensi lainnya. Analisis korelasi juga mengindikasikan adanya hubungan positif dan signifikan antar dimensi literasi digital. Temuan ini menegaskan bahwa literasi digital merupakan konstruk multidimensional yang saling berkaitan serta memberikan dasar empiris bagi pengembangan kebijakan peningkatan kapasitas digital ASN, khususnya dalam penguatan aspek keamanan digital untuk mendukung transformasi digital sektor publik yang berkelanjutan.
